Midwest Twisters uses this block setup on the low bar to drill kips and circling skills. Justin Slife credits this idea to Al Fong and says it's a great way for gymnasts to feel and develop the skills themselves, instead of relying on a spot from a coach. 

The gymnasts also work their way up to a full kip routine, which incorporates all types of kips, casts, and circling skills into a sequence which ultimately works on endurance as well.
